David is a former Pennsylvania Medicaid Director (Deputy Secretary for Medical Assistance Programs) and government professional with over 20 years experience within the Commonwealth's Department of Human Services. As a result of this experience, David has a comprehensive understanding of the program's objectives and needs. He also brings an overarching view of the Administration, the legislative process and a broad understanding of the public reimbursement issues facing government and providers.
