David S. Feinberg (In Memoriam)

David was a founding member and partner at Feinberg Shopp Associates from 2005 until his death following a battle with cancer in February 2018.  For those fortunate enough to have known and worked with David and for those who considered him a friend, he will always be remembered for his devotion to serving the most vulnerable and underserved residents of the Commonwealth and beyond. He was a well-respected lobbyist and healthcare consultant who is missed dearly by those who knew and loved him.

Brad is a well-respected Harrisburg-based lobbyist with strong legislative relationships and an exceptional understanding of the legislative process. His lobbying career has focused on the needs of the healthcare industry and other related interests.

 

With nearly four decades of experience lobbying on behalf of hospitals, nursing homes, pharmaceutical companies, county governments, assisted living facilities and other healthcare providers, few advocates can match Brad's hands-on experience and expertise in Harrisburg. Brad has worked on some of the most important and complex issues to come before the Pennsylvania General Assembly, including changes to the state's Welfare program, revisions in the Certificate-of-Need law, establishment of the hospital financing provisions as part of the Tobacco Settlement Fund and reimbursement issues affecting hospitals, nursing homes, dentists, long term care pharmacies and pharmaceutical companies. He was also responsible for changes to the state's newborn screening program that benefited one of Pennsylvania's most successful biotechnology companies thereby eliminating the risk of the company moving from Pennsylvania.

Brad also has years of experience in the appropriations process and has secured millions of dollars in federal earmarks and state appropriations for healthcare and non-profit clients. At a former Pennsylvania government relations firm, Brad served as that firm's Senior Vice President for the Healthcare Practice, where he was responsible for managing that firm's team of healthcare specialists. While in that position, he divided his time between Harrisburg and Washington, DC, lobbying key officials on behalf of the firm's clients. Brad's focus on policy, coupled with his extensive network of relationships, delivers excellent results for clients.

Brad began his career in government service in the office of the Senate President Pro Tempore before heading up former Senator John Shumaker's operations. As Senator Shumaker's Chief of Staff and later as the Executive Director of the Senate Law and Justice Committee, Brad had an opportunity to learn about state government and its workings. As Executive Director of the committee, he was responsible for the oversight of the State Police and the Board of Probation and Parole and was intricately involved in the Sunset Review of the Liquor Control Board.

Brad serves on the Board of the Pennsylvania Breast Cancer Coalition, a non-profit organization that provides statewide educational programming, legislative advocacy and breast cancer research grants. He also serves, pro bono, as the coalition's Senior VP of Government Affairs.

Brad has a Bachelor of Arts degree in political science from the University of Maryland.
